Minecraft RCON configuration

Posting messages to minecraft_log requires these environment variables in the PHP runtime:

• MINECRAFT_RCON_ADDRESS: Minecraft server address.
• MINECRAFT_RCON_PORT: RCON port, for example 25575.
• MINECRAFT_RCON_PASSWORD: RCON password.

These replace the PHP constants with the same names. If any are unset or empty, posting throws a RuntimeException listing all missing variable names before sending or storing the message. Other chat tables do not require RCON configuration.
