Packagist updates

The GitVerse Update Packagist workflow notifies Packagist after pushes to master or v7.4-master and tags. It can also be started manually from CI/CD. Configure the PACKAGIST_USERNAME and PACKAGIST_SAFE_TOKEN secrets and the PACKAGIST_PACKAGE_URL repository variable before running it.
