Turns a Milpa app into a desktop app: a plugin that SERVES its own shell over HTTP, so an Electron (or browser) host loads the UI at a real origin. The web surface IS the desktop channel (greenhouse decisions/0188) — and WebAuthn, live components and consent all run in that one origin.
