Customize MahxCheckout for virtual checkout flow.

Features

Add a new layout handle mahxcheckout_virtual_checkout when the cart is virtual only.
Removes shipping step and set payment step as default.
Rearrange blocks so that billing address is shown first and then shows payment methods.
