README

GovStarter is a Drupal CMS site template for US government agencies. It installs a complete agency site, ready to be filled with the agency's own content: a home page, About, Services, News and Contact pages, eight sample services, seven news items, and Accessibility, Privacy and FOIA pages, all laid out with Drupal Canvas and the GovCraft theme.

Key features

  • Pages built in Canvas. Every page is made of GovCraft components an editor can rearrange, edit or reuse without code.
  • A services directory with categories, search and a page per service.
  • A newsroom with a featured story, category filters, and the latest news on the home page.
  • Forms that work: a contact form and a newsletter sign-up, built with Webform, notifying the site's own email address.
  • The pages a federal site needs: an accessibility statement, a privacy policy and FOIA guidance, as text to adapt.
  • Drupal CMS underneath: its admin experience, media library, SEO, privacy and anti-spam tools.
  • Built to WCAG 2.2 AA, which also meets the WCAG 2.0 AA that Section 508 requires.

Requirements

  • Drupal CMS 2.2 or later, or Drupal 11.4 or later with Composer.

Installation

GovStarter is a site template: it sets up a new site, and is not meant to be applied to an existing one.

With DDEV and Drupal CMS:

mkdir my-agency && cd my-agency
ddev config --project-type=drupal11 --docroot=web
ddev composer create-project drupal/cms
ddev composer require drupal/gov_starter:@alpha drupal/govcraft:@alpha
ddev launch

Choose GovStarter on the installer's "Choose a template" step.

Why @alpha, on both packages. Drupal CMS accepts only stable releases, and GovStarter and GovCraft are still alphas. Naming GovStarter alone is not enough: it requires drupal/govcraft: ^1, which a stable-only site cannot satisfy with an alpha, so GovCraft has to be named too. Drop the suffixes once both have a stable release.

Without the installer, Drush installs it directly. The path is relative to the docroot, and without --site-name Drush names the site "Drush Site-Install":

drush site:install ../recipes/gov_starter --site-name="GovStarter" -y

Configuration

Once installed, replace the sample content with the agency's:

  • The site name, slogan and email, in Configuration › Basic site settings. The contact form and the newsletter notify the site email.
  • The logo and the footer's summary and bottom line, in Appearance › GovCraft.
  • The menus — Main navigation, Utility and Footer — which the header and footer are built from.
  • The pages, in Canvas; the services and news, as content.
  • The hero image. Replace it with one the agency has the rights to.

Known issues

  • A form placed inside another component in Canvas cannot be sent with Ajax: Canvas loses the response. The template's forms are sent without Ajax and bring the visitor back to the confirmation instead.
